GREEN CARD PRODUCTION DELAYS On May 29, 2009 USCIS announced that applicants may experience up to an eight (8) week delay in the mailing of their permanent resident card while USCIS is upgrading their card production equipment. USCIS Field Offices will be issuing I-551 stamps as temporary evidence of permanent residence to applicants approved for permanent residence at the time of their interview.
